During the Day of Kamianets-Podilsky, a delegation of the Council of Europe visited the city. In the center of the plot is a hero who came to work on his first day of internship. During the solemn session of the City Council, the session hall and the entire administrative building are seized by a group of terrorists, and among the hostages is the protagonist's sister, who works here as a assistant of the mayor.
